House Republicans unveiled key details and the text behind their tax legislation Thursday, with House Speaker Paul Ryan pitching the plan as much-needed economic aid for the middle class. The Wisconsin Republican described the proposal to the public as a break aimed at helping most Americans. "It's very clear and obvious that the whole purpose of this is a middle-class tax cut," Ryan said in an interview with CNN's Phil Mattingly, shortly after the bill was made public.  CNN

Trump Nominee For Top Agriculture Post Withdraws Amid Russia Probe
Sam Clovis, President Donald Trump's nominee to be the Department of Agriculture's chief scientist, withdrew himself from consideration Thursday, the White House announced. "We respect Mr. Clovis' decision to withdraw his nomination," White House press secretary Sarah Sanders said in a statement to pool reporters. Trump had picked Clovis for the position despite him not having a background in science, and that lack of experience, alongside a history of racially charged and homophobic comments, made his nomination particularly controversial. Tax Bill's Individual Income Tax Brackets Finally Revealed
House tax writers unveiled what the individual income tax brackets will be under their proposed legislation -- with a 39.6 percent rate for households making more than $1 million annually. The 35 percent rate would apply to households making from $260,000 to $1 million, while the 25 percent rate would be for those making from $90,000 to $260,000. The 12 percent rate would apply to incomes from $24,000 to $90,000. Households making less than $24,000 wouldn’t owe any income tax. Bloomberg

Republicans, pushed along by President Donald Trump, have a new tax plan they're unveiling in Washington on Thursday. Among the various proposals in the plan is the elimination of the alternative minimum tax, or the AMT. The AMT was rolled out almost 40 years ago to make sure that wealthy Americans couldn't take advantage of lots of deductions and credits that allowed them to end up paying next to nothing in federal income taxes. That cohort of wealthy Americans has always included taxpayers like the president. Bloomberg

No Changes To 401(k), Doubles Deductions For Middle Class, Limits State And Local Tax
House Republicans on Thursday unveiled their long-awaited tax bill which preserves the popular 401K retirement account, lowers rates for many individual households but trims deductions for state and local taxes. A summary of the plan, which was made available to reporters ahead of its public release, would also reduce the cap on the popular deduction to interest on mortgages to $500,000 for newly purchased homes. The current cap is $1 million. The plan also limits the deductibility of local property taxes to $10,000 while eliminating the deduction for state income taxes.  Fox

Wilson was present for a Tuesday evening vote, her first since Oct. 12, and she does not have extra security in Washington, according to her office. “Life is back to normal here in Washington, D.C.,” said Wilson spokeswoman Joyce Jones. Expanding His Opioid Investigation, Hawley Demands Documents From Three Distributors
Missouri Attorney General Josh Hawley is widening his investigation into the pharmaceutical industry’s involvement in the opioid abuse epidemic. On Tuesday, Hawley issued civil investigative demands — the equivalent of a subpoena — to three major opioid distributors. Amerisource Bergen Corp., Cardinal Health Inc. and McKesson Corp. will be required to turn over documents to Hawley’s office pertaining to his investigation of the pharmaceutical industry. Carter Page: I Told Jeff Sessions About My Trip To Russia
President Trump’s one-time foreign-policy adviser Carter Page reportedly alerted now-Attorney General Jeff Sessions about a trip to Russia during the 2016 presidential campaign. Page, who testified before Congress Thursday, said he informed Sessions about the controversial trip to Moscow, according to CNN. Sessions was a top surrogate for the Trump presidential campaign at the time of Page’s trip. Sessions, the former longtime Alabama senator, has given conflicting statements since he originally stated that no campaign officials had been in contact with Russians during the GOP election campaign. A tip called in to police led to the capture Thursday morning of the man wanted for opening fire at a suburban Denver Walmart, killing three people. Scott Ostrem, 47, hadn't fled far following Wednesday night's chaos: Police said he was spotted driving in the same red Mitsubishi Mirage he used for his escape and was arrested about a half-mile from his home, near the Walmart. Thornton police spokesman Victor Avila said officers were in his neighborhood conducting surveillance when they got a citizen tip about his location in the area. NBC News

Syria Calls On UN To Halt Israeli Attacks On Its Territory
Syria's Foreign Ministry on Thursday called on the United Nations Security Council to condemn Israel's attacks on Syria after an Israeli strike late on Wednesday. The Foreign Ministry asked the Security Council to take "strict and immediate" measures to stop such Israeli attacks, in a statement carried on the state-run SANA news agency. In Jerusalem, Israel's Foreign Ministry declined to comment. On Wednesday, Israel's Channel 10 said the aircraft were not hit and returned safely to base. GOP Tax Bill Slashes Size Of Deductible Home Mortgage By 50%
The tax reform bill that the House Ways and Means Committee released today slashes in half the size of a mortgage that qualifies for the mortgage-interest deduction from federal income taxes. It also eliminates the provision in current law that allows a taxpayer to deduct the mortgage interest on a secondary residence as well as their principal residence home. Under current law, taxpayers can deduct the mortgage interest on a mortgage as high as $1,000,000. Under the Republican proposal, a taxpayer will only be able to deduct the mortgage interest on a mortgage of $500,000 or less. CNS

North Korea's missile and nuclear weapons programs are likely to be the issue dominating the first part of his trip, which includes stops in South Korea's capital and Beijing as well as Tokyo. Trade will figure throughout, both in North Asia and at his stops in Southeast Asia for the Asia Pacific Economic Cooperation (APEC) summit in Vietnam and the Association of Southeast Asian Nations (ASEAN) leaders' meeting in the Philippines. Donald Trump said he had ordered the Department of Homeland Security to step up its “extreme vetting program” following a vehicle attack in New York on Tuesday that left eight people dead. “I have just ordered homeland security to step up our already extreme vetting program. Republicans Unveil Tax Cut Bill, But The Hard Work Awaits
U.S. House of Representatives Republicans unveiled long-delayed legislation on Thursday to deliver deep tax cuts that President Donald Trump has promised, setting off a frantic race in Congress to give him his first major legislative victory. The 429-page bill, representing what would be the largest overhaul of the U.S. tax system since the 1980s, called for slashing the corporate tax rate to 20 percent from 35 percent, cutting tax rates on individuals and families and ending certain tax breaks for companies and individuals. When a gunman opened fire inside a Walmart in Thornton Wednesday night, shoppers screamed and ran for cover — and others pulled out their own handguns. But those who drew weapons during the shootings ultimately delayed the investigation as authorities pored over surveillance videotape trying to identify the assailant who killed three people, police said Thursday. Although authorities said “a few” individuals drew handguns, they posed no physical hazard to officers. Attorney General Jeff Sessions came to New York City Thursday, just two days after a terror attack, and defended the immigration policies of President Trump. “The president was right to issue his executive order, the travel ban, so called,” the attorney general said. He said the host countries targeted by the president did not properly screen people coming to America. They “are countries that have failed to properly effect, carry out, their business,” Sessions said. Heart Stents May Have No Effect For People With Stable Angina
For patients with stable angina, coronary artery stents may have more of a placebo effect than previously thought, researchers in England report in a new study. Researchers from the Imperial College London analyzed findings from the ORBITA trial of 200 patients with stable angina, a common condition in adults involving patients experiencing chest pain as a result of over-exertion from restricted blood flow to the heart. "The most important reason we give patients a stent is to unblock an artery when they are having a heart attack," Dr. Rasha Al-Lamee, of the National Heart & Lung Institute at Imperial College London, said in a press release.  UPI

FBI Agents Manhandled Manafort And His Wife During Pre-Dawn Raid In Intimidation Effort
Just how rough special counsel Robert Mueller is playing with Paul Manafort goes back before this week’s indictment — to the FBI’s no-knock raid in July. It has been reported that the agents checked Mr. Manafort and wife Kathleen for guns as they broke into the Alexandria condo pre-dawn by picking the lock. A source familiar with the case told The Washington Times the search was even more intrusive: An agent patted down Mrs. Manafort before she was allowed to get out of bed. “Agents felt up Mrs. Manafort lying in bed to see if she had guns,” the source said of the intimidation. In all, 12 FBI agents entered the home, guns drawn, and stayed for hours. Washington Times

Osama Bin Laden's personal diary, video of his son Hamza's wedding and documentaries about himself were among files found on the al-Qaeda leader's computer, the CIA has revealed. Nearly half a million of the files have been released, the fourth such tranche. Bin Laden's computer was taken during the 2011 US raid in the Pakistani town of Abbottabad in which he died. Some contents are being withheld over security or because they are corrupted or pornographic, the CIA said.
